Recently, the General Office of the Ministry of Environmental Protection ("MEP") has issued the national standards of environmental protection, titled as the Regulations for the Safe Transport of Radioactive Materials (Draft for Comment) (the "Draft for Comment"), to solicit comments from units concerned before July 20, 2017.
The Draft for Comment contains revisions specified as follows. The first is retitling the document as the "Regulations for the Safe Transport of Radioactive Materials", and replacing some terms of "radioactive substances" in the standards with "radioactive materials"; the second is removing the original Section IX, "Approval and Administrative Requirements", as the requirements on the multilateral approval are incorporated into the relevant chapters; the third is adding conditions and requirements to calculate the limits of the alternative radioactivity of exempted equipment and freight consignment; the fourth is revising the definition, classification, and limits of fissile materials and relevant requirements in this regard; the fifth is updating the "Schedule 8 the Code of United Nations, Name of Each Package in Need of Special Freight as well as a Description thereof, and Incidental Dangers" attached to original standards; the sixth is displaying the table of limits on the radionuclide activity in the Normative Appendix A, instead of in the main body of original standards; and the seventh is amending some other formats and wording.
