Recently, the Standardization Administration of China ("SAC") has issued 16 national standards, including the Green Product Assessment: Coating Materials (Draft for Comment) and the Green Product Assessment: Household Electric Appliances (Draft for Comment) (the "Draft for Comment"), to solicit comments from entities concerned before September 10, 2017.
The Draft for Comment provides for the principles, indicators and approaches of assessing green household electric appliances, and applies to electric appliances for domestic use or other similar purposes. Manufacturers of such appliances should conduct green supply chain management, establish the mechanism and procedures for assessing performance in the green supply chain management, and determine the assessment indicators and approaches, according to the Draft for Comment. Also, manufacturers should put forward requirements with respect to quality, environment, energy and safety on suppliers that provide major raw materials, parties collaborating on the production, and relevant service providers. Meanwhile, the Draft for Comment clearly states that manufacturers should adopt sophisticated technologies and techniques advocated by the State, and shall not use any technology, technique, equipment or relevant material that has been weeded out or prohibited. Relevant requirements should be formulated for the design and production processes in accordance with the principle of using materials economically.
