Recently, the Ministry of Transport ("MOT") has issued the Opinions on Fully and Deeply Advancing the Development of Green Transport (the "Opinions").
The Opinions set forth objectives of enabling the green commuting to account for over 70% in downtown areas of large and medium-sized cities and increasing the number of vehicles running on new or clean energy in the transportation industry to 600,000 by the year 2020; and forming a new pattern of the transportation development that is consistent with the carrying capacity of resources and the environment and is coordinated with the production, living and ecology by 2035. To achieve this end, the Opinions lay down seven programs, including the program of using transportation resources intensively, the program of upgrades in highly efficient and clean transportation equipment, the program of preventing against and controlling transportation-sourced pollution, and the program of the ecological protection for transportation infrastructure, and also ascertain three major frameworks for green transport, such as the framework of systems and standards, the framework of scientific and technological innovations, and the framework of supervision and administration. Moreover, the Opinions call for guiding the sharing services of privately-owned passenger cars and the internet bicycle rental business to the healthy development, encouraging the automobile leasing sector to develop itself in a networked and scaled manner, facilitating the recycling of resources in a comprehensive manner, and popularizing the application of advanced technologies in energy conservation and environmental protection.
