Recently, the General Administration of Customs ("GAC") and the National Development and Reform Commission ("NDRC") have jointly distributed the Announcement [2018] No.22 to make public 16 amended unit consumption standards for processing trade.
According to the announcement, the GAC and the NDRC approved 16 revised unit consumption standards for processing trade, including the Unit Consumption Standards for Processing Trade in Frozen Plaice Products, on March 5, 2018. These updated standards shall take effect from April 6, 2018, while the former versions of the Unit Consumption Standards for Processing Trade in Frozen Plaice Products and of other 15 unit consumption standards for processing trade are annulled simultaneously. In particular, 16 Amended Unit Consumption Standards Texts for Processing Trade stipulate that the technique consumption rate is 3.45 percent for gloves made from cotton and chemical fiber, and such rates vary from 14.0 percent to 27.90 percent for knitted short-sleeve T-shirts; as for woven fabrics (yarn dyed) made of combed wool, the rate ranges from 8.61 percent to 9.66 percent.
