The State Intellectual Property Office ("SIPO") has recently distributed the Circular on Further Standardizing the Submission of Information on Pilot Intellectual Property Operating Services and Strengthening Performance Management (the "Circular").
The Circular explicitly states that intellectual property operation public service platforms, intellectual property operation funds for major industries, intellectual property operation agencies specialized in equity investment, and others alike, shall report grave situations, notable progress and business data in a timely manner. Matters on the risk compensation funds for financing through the pledge of intellectual property rights will be notified separately later, not subject to the scope of the above-said unified submission. In addition, the Circular notes that major cities in the building of intellectual property operating service system are required to submit timely reports on work progress, including important policy documents, details about the organization and implementation of projects, how much funds have been used, and major performance data. Moreover, the Circular requires that intellectual property operation public service platforms, intellectual property operation funds for major industries, intellectual property operation agencies specialized in equity investment, and major cities in the building of intellectual property operating service system shall submit annual performance reports on schedule.
