The Department of General Affairs of the National Energy Administration ("NEA") has recently issued the Action Plan for the Building of Emergency Response Capacity for the Power Sector (2018-2020) (Draft for Comment) (the "Draft for Comment") to solicit opinions from the units concerned by April 23, 2018.
The Draft for Comment provides for the general requirements, principles for the capacity building, objectives, and input of funds, stating that efforts will be made in the upcoming three years to achieve an emergency response management system for the power sector that fits the people's ever-growing needs for a better life, features balanced development in all regions, conforms to characteristics of power work safety risks, covers the entire processes of emergency response management, and meets new technical requirements. Accordingly, the Draft for Comment outlines major tasks for the capacity building and key projects for this purpose, and the scheduled tasks deal with the institutional guarantee, emergency preparedness, precautions and pre-warning, disposal and rescue, restoration and reconstruction, and impetus to drive the development of the power emergency response industry. Furthermore, the Draft for Comment notes that actions will be taken in the future to make improvements to regulations and rules concerning emergency response management for the power sector, sort out the framework of existing regulations for the power industry, enact and improve supporting rules, normative documents and relevant systems, and promote the rule of law construction for the emergency response management for the power sector.
