The Ministry of Industry and Information Technology ("MIIT") has recently issued the Provisions of the People's Republic of China on the Allocation of Radio Frequencies (the "Provisions"), with effect from July 1, 2018.
The Provisions introduce major revisions as follows. The first is updating the definition of the "universal time coordinated" and adding definitions of "meteorological aids land station" and "meteorological aids mobile station". Second, the rules as to how to allocate radio frequencies are amended, involving 13 types of radio business and 110 frequency bands. Third, 210 revisions are made to footnotes concerning international rules, while 15 revisions are made to country-related footnotes. The Provisions update the amateur services, radionavigation-satellite services, mobile-satellite services, space research services, aeronautical mobile-satellite services, aeronautical mobile services, fixed-satellite services, earth exploration-satellite services, radiolocation services, etc., in accordance with conclusions of topics discussed at the 2015 World Radiocommunication Conference (WRC-15); also, the mobile-satellite services, space research services, mobile services, fixed-satellite services, and so forth are amended, based on the domestic development planning for radio business and opinions given by relevant authorities.
