The Civil Aviation Administration of China ("CAAC") has recently released the Guiding Opinions on Bolstering the Development of the Aviation Logistics Industry (the "Opinions").
The Opinions state that, by 2025, the quality and efficiency of ground services at airports will be improved to the international advanced level, and the coverage of services over all air freighters and the utilization of bellies of airplanes will be dramatically enhanced; at that time, several aviation logistics enterprises that are fairly competitive in the globe will have been formed, the multimodal air transport system will work smoothly, and a modern system of aviation logistical services will basically come into being, providing strong support for consumption upgrading and economic and trade development. To achieve this end, the Opinions map out nine tasks, including "deepening studies into and understanding of the law of the aviation logistics development" and "optimizing the allocation of aviation resources". In addition, the Opinions call for efforts to push ahead the transformational development of aviation logistics enterprises, encourage cargo airlines to collaborate with other logistics enterprises via cooperation in business operations and joint restructuring to scale up their development in a network-based and professionalized way, shape the complete logistics industry chain, and innovate the air freight product system and business model.
