The General Office of the Ministry of Transport ("MOT") has recently distributed the Circular on Launching the Pilot Program on the Integration, Sharing and Application of Transport Information Resources (the "Circular").
The Circular sets out four objectives of this pilot program, including "concerted application for cross-regional business", "integrated application for cross-sector business", "improvement of the capacity to integrate and share information resources" and "integrated application of government's and enterprises' data". In terms of "concerted application for cross-regional business", the Circular provides for that more than three neighboring provinces will work together on the sharing of government information resources across regions and the concerted application for cross-regional business, including but not limited to "examination and approval of heavy-cargo transportation", "comprehensive law enforcement" and "dynamic monitoring of major vehicles in operation". As to the "integrated application for cross-border business", the Circular calls for the integrated utilization of information resources concerning multiple means of transport, such as railway, highway, waterway, civil aviation, and postal services, and information resources for relevant industries, including the public security, tourism and meteorology, adding that efforts will be made in each province to organize the sharing of integrated transport information resources across business sectors and the concerted application for cross-border business, which will involve three or more means of transport or two or more business sectors.
