The General Office of the Ministry of Housing and Urban-rural Development ("MOHURD") has recently issued the Key Tasks for Law Dissemination and Law-based Governance within the System of Housing and Urban-rural Development in 2018 (the "Key Tasks").
The Key Tasks cover requirements in six aspects, including "practically ensuring the implementation of the accountability system for law dissemination under the principle of letting law enforcers and service providers take charge of law dissemination" and "promoting the standardization of objectives of law dissemination and law-based governance". According to the Key Tasks, vigorous efforts will be made to drive the organic combination of law dissemination and law enforcement and explore ways of creating demonstration stations across the entire system with respect to the philosophy of "letting law enforcers take charge of law dissemination"; also, actions will be taken to carry out the program of citing cases to interpret legislations in a deep-going manner, strengthen the formation of a database for cases with respect to the publicity and education of the rule of law, organize activities to solicit and publish representative cases, and make it a regular practices for leading cadres to sit in on court trials and institutionalize the same. Furthermore, the Key Tasks call on law dissemination offices of all levels of housing and urban-rural development authorities to switch their capacity from bodies directly in charge of law dissemination into bodies in charge of coordinating the organization of law dissemination activities, adding that body-oriented management functions of law dissemination offices in housing and urban-rural development authorities should be shifted into functions centered on public services and these offices shall take the initiative to take actions and respond to changes creatively.
