The General Office of the Ministry of Human Resources and Social Security ("MOHRSS") has recently issued the Circular on Issuing the 2018 Plan on the Formulation and Revision of National Occupational Skills Standards (the "Circular").
The Circular states that the MOHRSS plans to initiate a program to formulate and amend national occupational skills standards in 2018, for the purposes of effectively implementing the catalog of national occupational qualifications and strengthening the occupational skill training and the assessment of skilled talents. The Circular releases the 2018 Schedule for the Formulation and Revision of National Occupational Skills Standards (the "Schedule"), requiring that all entities complete the work by the end of December 2018 and submit the standards concerned to the MOHRSS for deliberation. The Schedule covers 30 occupational qualifications for a wide range of personnel, including personnel offering rail transit transport services, builders engaged in civil works, builders engaged in house construction, personnel offering inspection/testing and measurement services, machinery and equipment repairmen, personnel manufacturing power transmission and distribution equipment and power controlling equipment, personnel offering health consulting services, and personnel offering security services.
