The General Office of the Ministry of Ecology and Environment ("MEE") has recently issued the Technical Standards for Monitoring of Wastewater (Draft for Comment) (the "Draft for Comment") to solicit comments from the units concerned by June 30, 2018.
The Draft for Comment provides for how to lay down a plan to manually monitor wastewater, preparations for monitoring, monitoring samples, storage, transport and handover of samples, monitoring analysis, monitoring data processing, quality assurance and quality control, and other relevant technical requirements, and applies to activities carried out to monitor by manual means the polluted water discharged by pollutant discharge units. This Draft for Comment, as an amendment to the technical standards on monitoring of wastewater, part of the Technical Standards for Monitoring of Surface Water and Wastewater (HJ/T 91-2002), alters the relevant wording in the sphere of application and the terms and definitions, introduces the content and requirements with respect to the formulation of a monitoring plan, adds requirements on the storage and containers for wastewater monitoring programs, and makes supplements to some other contents, such as preparations for monitoring, monitoring samples, monitoring analysis, monitoring data processing, quality assurance and quality control.
