Four departments, including the General Office of the Ministry of Industry and Information Technology ("MIIT"), have recently distributed the Circular on Working Effectively on the Submission of Data Concerning Fuel Consumption of Parallel-imported Vehicles and New Energy Vehicle Credits (the "Circular").
According to the Circular, relevant information on passenger vehicles that are imported and sold within the territory of China, with the maximum design total mass of no heavier than 3,500 kilograms apiece, including passenger vehicles fueled with such traditional energy as the gasoline, diesel and gas fuel (including non-plug-in hybrid passenger vehicles), and on new energy passenger vehicles, such as blade electric passenger vehicles, plug-in hybrid (including extended-range) passenger vehicles, and fuel cell passenger vehicles, shall be submitted. Meanwhile, the Circular outlines five requirements on the submission, two of which read that "information submission must be in line with the principle of one data linked to every single vehicle" and "fuel consumption and relevant data on new energy vehicles shall be submitted within 48 hours from the import verification of imported passenger vehicles". Moreover, the Circular lays down detailed arrangements for the operating procedures and supplemented data submission.
