The General Office of the Ministry of Industry and Information Technology ("MIIT") has recently issued the Circular on Further Strengthening the Evaluation, Diagnosis, Benchmarking and Guidance of Enterprises in Integration of Informatization and Industrialization (the "Circular").
The Circular contains arrangements for the following matters. The first is organizing the evaluation, diagnosis, benchmarking and guidance of enterprises in integration of informatization and industrialization; the second is continually following up and monitoring the integrated development of informatization and industrialization and the key indicators; the third is accelerating the drawing, application and promotion of data map for the integrated development of informatization and industrialization; and the fourth is deepening and expanding evaluation and diagnosis services for enterprises in integration of informatization and industrialization. In particular, the Circular notes that, the number of enterprises engaged in such evaluation in each region every year shall, in principle, reach 1,000 at least or not be less than 50 percent of those industrial enterprises above the designated size statistically monitored by the State; and enterprises engaged in such evaluation in each industry association every year shall, in principle, represent 50 percent of industrial enterprises above the designated size existing in the industry concerned at least. Furthermore, the Circular clearly states that efforts will be made to give full play to the role of third-party service agencies and scientific research institutes to provide enterprises with systematic and in-depth customized diagnosis and consulting services on the spot.
