The General Office of the Ministry of Ecology and Environment ("MEE") has recently released the Water Pollutant Discharge Standard for the Slaughter and Meat Processing Industry (Second Draft for Comment) (the "Draft for Comment") to seek opinions from the entities concerned by August 30, 2018.
The Draft for Comment provides for the limits on water pollutants discharged by enterprises or from production facilities in the slaughter and meat processing industry and the monitoring requirements of such water pollutants, and applies to the administration of water pollutant discharge for existing enterprises or production facilities in the slaughter and meat processing industry. In particular, as to limits on discharged water pollutants, the Draft for Comment stipulates that, in areas where the land development density is relatively high and the environmental carrying capacity begins to decrease, or where there is need to take special protective measures as the local small environment capacity and vulnerable ecological environment are prone to serious environmental pollution issues, enterprises' discharge of pollutants shall be strictly controlled. In terms of the monitoring of water pollutants, the Draft for Comment notes that, sewage discharged by an enterprise shall be sampled by the category of monitored pollutants at the monitoring sites designated for discharged pollutants.
