The General Office of the State Council has recently issued the Guiding Opinions on Promoting Nuclear Power Standardization (the "Opinions").
The Opinions set several goals that by 2019, a self-owned and unified nuclear power standard system that is commensurate with the level of China's nuclear power development will be formed; by 2022, the percentage of domestic independent nuclear power projects where the self-owned nuclear power standard is used will rise significantly; by 2027, China will be ranked among top nuclear power standardization powers in the globe. Further, the Opinions outline 11 key tasks in five aspects. The first is strengthening independent innovation and optimizing the nuclear power standard system. The second is providing better policy guidance and promoting the widespread use of the nuclear power standard. The third is deepening international cooperation and increasing global influences of the nuclear power standard. The fourth is strengthening capacity building and supporting the long-term development of the nuclear power standard. And the fifth is carrying out the accompanying studies to raise the level of independent innovation in the said standard. Furthermore, the Opinions provide organizing and implementing measures from the perspective of the establishment of mechanisms, governmental guidance, accompanying tasks of enterprises and financial aid.
