The Ministry of Human Resources and Social Security ("MOHRSS") has recently issued the Circular on Studying and Implementing the Interim Regulations on the Human Resources Market (the "Circular").
The Circular proposes to pay adequate attention to the studies, publicity and training of the Interim Regulations on the Human Resources Market, further advance the development of the human resources market and tighten the oversight of the human resources market. In particular, the Circular stipulates that, it is necessary to solidify the government's duties in cultivating the human resources market and make continual improvements to the human resources market system that is characterized by complete functions, institutional perfectness, orderly operation and standard services. Moreover, the Circular expressly states that, efforts shall continue to deepen the reform of "streamlining administration, delegating power and strengthening regulation, and improving services" in the human resources market, and adopt practically effective ways to ease the burden of service agencies and render more efficient and convenient services. Meanwhile, actions will be taken to ensure the sound order of the market, strongly promote the "dual randomness and one publication" system, impose stricter punishments against violations in accordance with laws and regulations, and safeguard rights and interests of market players.
