Provisions of this Circular touch upon four aspects. First, the accreditation of intermediary agencies for the exit and entry for private purposes will be discontinued. From November 10, 2018, exit and entry departments of public security organs in all regions will no longer accept applications for being certified as intermediary agencies for the exit and entry for private purposes (except for overseas employment), examine and approve these applications, or issue any Business Permit for Intermediary Agencies for the Exit and Entry for Private Purposes (the "Business Permit"); and the Business Permits issued previously shall become invalid automatically. Second, efforts shall be made to revoke existing Business Permits. During the period from November 10, 2018 till November 30, 2018, exit and entry departments of public security organs in all regions shall take back and archive the Business Permits they have issued in the past, and have the remaining blank Business Permits registered on the book and then destroyed. Third, reserve funds shall be returned. All regions shall complete the work on refunding reserve funds to intermediary agencies for the exit and entry for private purposes, by November 30, 2018. Fourth, regulatory duties shall be fulfilled.
