Recently, the State Administration for Market Regulation ("SAMR") and the Certification and Accreditation Administration of China ("CNCA") have jointly released the Announcement on Further Carrying out the Reform of the Catalog of China Compulsory Certification and Implementation Ways (the "Announcement").
According to the Announcement, from the date of issuance of this Announcement, China Compulsory Certification ("CCC") administration will be abolished for twelve types of products, including "photocopiers", and the CNCA will cancel the CCC business for the concerned products from the business scope of relevant certification institutions and laboratories that are designated for such business, and requires that the designated certification institutions shall revoke all CCC certificates they have already issued. For another four categories of products, including "drive recorders", the administrative approach will shift to the assessment by self-declaration, meaning that relevant enterprises may opt to have their products certified in the current way by designated certification institutions, or alternatively, make a self-declaration in accordance with the Implementing Rules on Self-declaration for China Compulsory Certification, indicating that their products are able to consistently meet the CCC requirements, and shall complete the submission of information on product compliance.
