Three departments, including the Ministry of Human Resources and Social Security ("MOHRSS"), have recently distributed the Guiding Opinions on Promoting All-round Public Employment Services (the "Opinions").
The Opinions call for improving the system of overall planned public employment services for urban and rural areas, expanding service supplies, innovating the operating mechanism, offering all-round public employment services that cover all citizens, run in the whole process, and are universally available, convenient and efficient, driving employment growth with the aid of all-round public employment services, and enabling employment growth to underpin economic growth and improvements in people's livelihood. Accordingly, the Opinions set out four measures which are "clearly defining the scope of public employment services that will be accessible to all people", "improving functions of public employment services that run in the whole process", "building a network of public employment services that are universally available" and "improving ways of delivering public employment services conveniently and efficiently". Among others, the Opinions require that actions shall be taken to provide employers with better guidance throughout the recruitment and employment process, strengthen the classification and evaluation of employers' demands, instruct them to work out reasonable recruitment plans and recruitment requirements, and offer advisory services for their inquiries about employment stability, policies and regulations on employment and entrepreneurship, etc.
