The General Office of the State Council has recently issued the Circular on Further Increasing Incentive Measures for Local Government with Obvious Achievements via Pragmatic Work (the "Circular").
The Circular expressly states that, the major adjustment made this time is to introduce another nine incentive measures for supervised inspections. Among three incentive measures that are designed for facilitating the transition between new and old growth drivers and promoting high-quality development, are offering preferential policies in respect of fund allocation and pilot reforms and explorations to resource-exhausted cities where great achievements have been made in transformation, offering preferential policies in respect of project arrangements to provinces seeing significant results in promoting occupational education, and giving prioritized support for reform and innovation to cities and counties making prominent achievements in quality work. Another three incentive measures, aimed at stabilizing foreign trade, foreign capital, and investment and spurring consumption, include "giving prioritized support for the building of foreign trade transformation and upgrading bases to provinces with prominent achievements in maintaining the stable growth in foreign trade and foreign investments and actively improving the business environment". Meanwhile, the Circular removes three former incentive measures for supervised inspections, according to the accomplishment of some key tasks, and also adds more details and further improvements to the retained 21 incentive measures.
