Recently, the Ministry of Human Resources and Social Security ("MOHRSS") and the Ministry of Finance ("MOF") have jointly distributed the Opinions on Further Strengthening the Building of Business Processing Teams of Service-window Units of Human Resources and Social Security (the "Opinions").
The Opinions lay out arrangements in five aspects, including "ensuring the reasonable allocation of human resources", "enhancing service capacity" and "regulating service practices". Further, the Opinions call for efforts to push ahead service standardization, strongly promote the comprehensive service counter system and make it possible to accept materials and handle all relevant matters at one service window. Also, actions will be taken to optimize service processes, practically ensure streamlining processes and shorten the list of required materials and the processing timeframe, proactively make public the service list, the guide to business processing and the standardized work procedures, and thus provide clear guidance on business processing for enterprises and the general public. Meanwhile, the Opinions expressly state that, the informatization level will be elevated by fully launching the action plan themed "internet plus human resources and social security (HRSS)", greatly promoting diversified forms of services, ranging from online services, mobile services, phone services, to self-service, pushing for business synergy, data sharing, one-stop network for business processing and multi-function card for business processing, and speeding up forming a new situation for business processing services in which affairs will be handled primarily online and occasionally in physical service halls, with the self-service approach as another alternative.
