The General Office of the Ministry of Housing and Urban-rural Development ("MOHURD") has recently distributed the Technical Standard for Vapor Recovery and Treatment Facilities (Draft for Comment) (the "Draft for Comment") for public consultation due by April 22, 2019.
Major technical contents of the Draft for Comment are divided into nine chapters which are "general provisions", "glossary", "basic provisions", "plane layout", "process design", "automatic control", "public works", "fire protection", "occupational safety and hygiene and environmental protection". The Draft for Comment, an amendment to the Code for Design of Vapor Recovery Facilities of Oil Products Loading System, proposes major revisions as below. The first is expanding the applicable scope. The second is updating control indicators for organic gas in tail gas discharged by vapor recovery and treatment facilities, according to the current relevant standards and norms and environmental protection requirements. The third is dividing vapor collection systems into storage systems and loading (loading or lading) systems and setting forth respective provisions for the two. The fourth is having requirements for the same or similar issues aligned with those in other relevant standards. And the fifth is adding security measures for the storage tank areas and for vapor collection systems applied in lading facilities.
