The General Administration of Customs ("GAC") has recently issued the Announcement [2019] No.44 to publicly release the Requirements for Inspection and Quarantine in the Two-way Trade of Dairy Products Between China and Russia (the "Requirements"), immediately effective from the date of issuance.
The Requirements clarify the basis of inspection and quarantine, the scope of tradeable dairy products, requirements for the registration of processing enterprises, examination and approval requirements for quarantine, the requested certificates, etc. Among others, the Requirements state that dairy products exported from China to Russia and from Russia to China refer to foods produced with the heated milk of cattle or goats as the main raw materials, excluding milk powders, cream powders and whey powders. According to the Requirements, Chinese producers of dairy products to be exported to Russia shall obtain approval from the Russia's Federal Service for Veterinary and Phytosanitary Surveillance ("FSVPS"), and the list of relevant enterprises could be found on the FSVPS's official site. And Russian producers of dairy products to be exported to China shall file the registration with the GAC and the list of relevant enterprises could be found on the GAC's official site.
