The General Office of the Ministry of Culture and Tourism ("MCT") has recently issued the Implementation Plan for the Integrated and Innovative Development of Public Digital Culture Projects (the "Plan").
The Plan states that it is expected to essentially complete the development of a unified framework of project standards and norms, make it possible to effectively integrate project platforms, jointly exploit and share resources, perform uniform and standard management and offer more convenient and efficient services, further optimize the social participation mechanism and dramatically enhance service efficiency, by the end of 2020. To this end, the Plan outlines key tasks in four aspects which are making overall arrangements for project development management, consolidating project platforms and service interface, making overall arrangements for exploiting project resources and promoting services, and instructing social forces to get engaged in project development. Among others, the Plan calls for socializing resource exploitation in a deep-going manner, adding that efforts at socialized cooperation in resource exploitation shall be stepped up through purchasing ready-to-use resources, entrusting market players to supply customized resources, and working together with social forces to jointly exploit resources. The third-party quality inspection mechanism will be improved as well to enhance the quality of resource exploitation. Moreover, the Plan sets out arrangements for key work and the work schedule.
