The Ministry of Housing and Urban-rural Development ("MOHURD") has recently issued the Circular on Launching the Pilot Program on Delegating the Power in Registration of Real Estate Appraisers (the "Circular").
The Circular expressly states that beginning from June 1, 2019 till December 31, 2019, provincial-level authorities of housing and urban-rural development (real estate) in the pilot regions will be the organs granting certificates to registered real estate appraisers within the local administrative regions, and take charge of the initial registration, registration of changes, renewal registration, and disqualification registration, for real estate appraisers serving in real estate appraising institutions within the local administrative regions. Meanwhile, the Circular calls on the aforesaid authorities to receive, process, examine and approve applications for registration of real estate appraisers and grant certificates, through the National Real Estate Appraiser Registration System, in strict accordance with relevant provisions. Moreover, the Circular notes that the administration of registration of real estate appraisers will be effectively linked to the administration of real estate appraising institutions, adding that particulars of administrative punishment imposed during the regulatory process will be added timely through the information platform into the credit records.
