The State-owned Assets Supervision and Administration Commission ("SASAC") of the State Council has recently issued the 2019 Key Tasks for Transparency of Government Affairs (the "Key Tasks").
The Key Tasks state that efforts will focus on: 1. improving policy interpretations and responses to public concerns; 2. constantly moving forward with information disclosure in key fields; 3. optimizing the development of information disclosure platforms; and 4. improving the systems and norms for such disclosure. Further, the Key Tasks clearly state that information regarding main business of centrally-administered state-owned enterprises (SOEs), information about business performance of centrally-administered SOEs, information on restructuring of centrally-administered conglomerates and changes to their names, etc. will be all made public in line with laws and regulations. Meanwhile, information about probes into losses of state-owned assets and the pursuit of liability for unlawful business operations and investment will be published if necessary. Guidance will be provided for property right transfer institutions on the disclosure of information on and the announcement of results about state-owned property right transactions and capital and share increase projects of SOEs. And centrally-administered SOEs will be instructed in the publicity and announcement of information on overcapacity cuts and in the disclosure of information regarding their fulfillment of social responsibilities. Moreover, the Key Tasks note that policy documents concerning disclosure of SASAC's information will be amended to improve the work systems for information disclosure and standardize the work procedures in this regard.
