The Department of Standard Technology Management of the State Administration for Market Regulation ("SAMR") has recently issued the Motor Vehicle Safety Technology Inspection Items and Methods (Draft for Comment) (the "Draft for Comment") for public comment by August 11, 2019.
The Draft for Comment provides for inspection items, inspection methods, inspection requirements, and handling of inspection results, for motor vehicle safety technology inspections, and applies to inspections of motor vehicles performed by agencies qualified for safety technology inspections. Chapters IV, VI and VII of the Draft for Comment are compulsory requirements, while the remaining contents therein are recommendatory. Compared with the previous standard (GB21861-2014), this latest edition introduces some key technical revisions including "revising the table of motor vehicle safety technology inspection items", "amending the basic requirements for motor vehicles to be inspected", "updating the requirement that the compulsory insurance certificate for traffic accident liability should be furnished during safety inspections of vehicles in use" and "modifying the motor vehicle safety technology inspection procedures", in addition to some editorial adjustments.
