The Ministry of Human Resources and Social Security ("MOHRSS") has recently issued the Circular on Initiating the Special Program on the Delivery of Services for Implementation of Employment Policies (the "Circular").
The Circular decides that immediately from the date when this Circular is issued till the end of this year, a special program will be launched to ensure services for implementation of employment policies will be successfully delivered. The Circular stresses the need in six aspects to prioritize the assistance and help to key groups, strengthen special recruitment activities, improve satisfaction of folks with employment, etc. In addition, the Circular emphasizes efforts to: earnestly implement policies toward subsidies for occupational training and tax incentives and give prioritized assistance and support to the assisted targets; strengthen special recruitment activities as part of employment services among private enterprises, small and micro firms and key groups, increase the frequency of such activities, and boost the efficiency of having laborers linked up with open jobs; constantly press ahead with the program of reducing certification items for people's convenience by issuing examination and approval results by the time point when functionaries get off work, of the working day next to the day when application materials are accepted, while the time limits to claim other subsidies will be determined by each region in light of local actual situations under the principle of shortening the timeframe for examination and approval as much as possible; provide extensive training of policies for functionaries to enhance their business processing capacity.
