The National Healthcare Security Administration ("NHSA") has recently issued the Opinions on Establishing the Administrative System of the Healthcare Security Treatment List (Draft for Comment) (the "Draft for Comment") to solicit public comments by August 6, 2019.
The Draft for Comment expressly states that: 1. Local regions shall not establish by themselves any other healthcare security systems beyond the framework of the basic system. 2. Each province may work out specific policies on fund-raising and treatment within the scope specified by the State and dynamically adjust their respective policies in accordance with relevant requirements of the State; and under the requirement of banning additional policies and clearing up existing ones, each region will, in principle, be disallowed to launch policy measures beyond the authorized scope for the list. 3. The healthcare security treatment list will be managed by catalog, including the fundamental system and basic policies for basic healthcare security, and items payable by the healthcare security fund and the payment standards, with the scope of items that will not be covered by the pooled fund specified. All regions shall enforce this system in strict accordance with the national catalog of drugs covered by the basic medical insurance, and in principle, are not allowed to formulate their own catalogs or expand the coverage of the national catalog in a disguised manner.
