The Ministry of Commerce ("MOFCOM") has recently issued the Announcement on Launching an Anti-dumping Investigation into Imported Normal Propyl Alcohol Originating from the United States (the "Announcement").
The Announcement expressly states that from the date when this Announcement is made, the MOFCOM will start an anti-dumping investigation of normal propyl alcohol imports originating from the United States, adding that this investigation will target the normal propyl alcohol dumped during the period between January 1, 2018 and December 31, 2018 and look into the damage caused to China's normal propyl alcohol sector during the period between January 1, 2015 and December 31, 2018. The Announcement states that the targeted product is imported normal propyl alcohol originating from the United States and is listed under the tariff code 29051210 in the Tariff Schedule of the People's Republic of China for Imports and Exports. Also, the Announcement requires that any stakeholder shall, within 20 days from the issuance of this Announcement, register its participation in this anti-dumping probe with the MOFCOM's Trade Remedy and Investigation Bureau. This investigation starts from July 23, 2019 and should be concluded by July 23, 2020 but could be extended further to January 23, 2021 under special circumstances.
