The Ministry of Human Resources and Social Security ("MOHRSS") has recently issued the Circular on Launching the 2019 National Employment Service Campaign for College Graduates (the "Circular").
The Circular states that the service campaign commences on August 10, 2019 till September 20, 2019 to deliver employment services to college graduates who have not yet been employed after the graduation from colleges and universities in 2019 but desire to seek employment and those who remain unemployed after their graduation in the previous years. Also, the Circular requires that "four targeted services" in the form of issuing a letter to graduates, distributing a list of employment and entrepreneurship services, providing occupational guidance once, and helping with the preparation of a job application letter, shall be delivered intensively according to background, characteristics and demands of the unemployed graduates, adding that information on job vacancies shall be collected from businesses and at the frontline, and at least two targeted job fairs shall be organized for the unemployed graduates, recommending no fewer than three appropriate jobs to each of them. Moreover, the Circular highlights the importance of reinforcing regulation of the human resources market, severely cracking down upon deceptive practices arising from the recruitment process, investigating and outlawing "employment intermediary organizations of bad faith", and punishing such irregularities as unlawfully requesting job candidates to receive HBV tests.
