The Ministry of Emergency Management ("MEM") has recently issued the Safety Code for Special Operations of Chemical Production Units (Draft for Comment) (the "Draft for Comment") and the Safety Technology Specification for Ammonium Nitrate (Draft for Comment) for public consultation by October 15, 2019.
According to the Draft for Comment, the Safety Code for Special Operations of Chemical Production Units will apply to fire operations, operations at confined space, blinding-pipeline operations with stop plate, work at height, lifting work, operations requiring temporary electricity, excavation work, and road breaking, performed by chemical production units, and also expounds on specific safety requirements for each of these special operations. In addition, the Draft for Comment sets out 11 basic requirements the chemical production units shall meet before the start of these operations, stating that "chemical production units shall notify the operators of the safety conditions; shall go through examination and approval formalities for operations by filling in the safe operation table (sheet) and having it confirmed by the relevant responsible person with his or her signature; and shall check the equipment, facilities, instruments and tools to be used on the operation site and in these operations".
