The Ministry of Transport ("MOT") has recently issued the Letter on Soliciting Advice on Key Demands for Science and Technology Innovation in the Transport Sector for 2020 (the "Letter"), to seek comments from the entities concerned by August 30, 2019
The Letter states that advice on key demands for science and technology innovation in the transport sector in 2020 is classified into three categories, including advice about innovative research and development, advice on promotion of scientific and technological achievements and advice on international cooperation on science and technology. For science and technology demands in relation to innovative research and development (including research of major policies), the domains of research and development, and the key research objectives and research content for each domain are required to be specified. As to science and technology demands for promoting scientific and technological achievements, a general description of the emerging technologies, new techniques, new materials, innovative equipment, and creative methods that could be extensively applied in the transport sector should be given. With regard to science and technology demands for international cooperation on science and technology, a general description of research and technical exchange activities that may be conducted in collaboration with overseas institutions should be provided. Second, all entities shall, according to the 13th Five-Year Special Plan for Science and Technology Innovation in the Transport Sector, the 13th Five-Year Development Plan for Transport-related Science and Technology, and requirements laid out in relevant plans of the local region and for the field concerned and in consideration of needs of the MOT's annual key tasks, give advice, after research, on key demands for science and technology innovation in the transport sector for the year 2020, based on actual situations of science and technology innovation in the local region and of their own.
