The National Bureau of Statistics ("NBS") has recently issued the Decision of the National Bureau of Statistics on Revising the Measures for Administration of Statistics Law Enforcement Certificates (Draft for Comment) (the "Draft for Comment") and the Decision of the National Bureau of Statistics on Revising the Measures for the Supervision and Inspection of Statistics Law Enforcement (Draft for Comment) for public comment by September 15, 2019.
The Draft for Comment expands the scope of qualifications of individuals that are eligible to obtain statistics law enforcement certificates, by revising Item 3 under Paragraph 1 of Article 8 to read: "having over three-year experience of statistical work, or having received a bachelor degree or above in law and gained over one-year experience of statistical work, or having served in the statistics law enforcement and supervision agency for more than one year". Meanwhile, individuals obtaining statistics law enforcement certificates will face strict examination, as a result of the revision proposed to Item 1 under Paragraph 1 of Article 9 that reads: "being graded incompetent in the annual assessment of any year during a three-year period".
