The Ministry of Transport ("MOT") has recently drafted and issued three documents, namely, the Administrative Measures for Organization of Urban Rail Transit Operations (Draft for Comment) (the "Draft for Comment"), the Administrative Measures for Organization of and Services for Passenger Transport for Urban Rail Transit (Draft for Comment) and the Interim Administrative Measures for Safety Assessment Before the Official Operation and During the Trial Operation of Urban Rail Transit (Draft for Comment) to seek public comments by September 22, 2019.
Divided into the general provisions, foundations of operations organization, normal operations, unusual operations, operations for construction purpose, and supplementary provisions, the Draft for Comment applies to the organization of operations for urban rail transit such as subways and light rail transit. Among others, the Draft for Comment provides that the operation unit shall conduct effective work on debugging, operating and maintaining such facilities and equipment as civil works, trains, power supply systems and signaling systems, to ensure that all facilities, equipment and systems can function stably within the largest design capability, and fully meet the needs of running organization. Also, the operating unit is required to have in place the statistical analysis system for operation indicators to continuously improve and optimize the operation schedule.
