The General Office of the State Council has recently issued the Opinions on Stabilizing Hog Production and Promoting Transformation and Upgrading (the "Opinions").
The Opinions state that by 2022, significant progress will be made in industry transformation and upgrading, with the large-scale hog farming accounting for approximate 58% and the comprehensive manure utilization rate at large-scale hog farms (households) hitting over 78%, and by 2025, the large-scale hog farming will reach more than 65%, with the said comprehensive manure utilization rate rising to over 85%. To this end, the Opinions outline four tasks which include: 1. stabilizing the current hog production; 2. accelerating the formation of a modern hog farming system; 3. improving the animal disease prevention and control system; and 4. perfecting the modern hog circulation system. The Opinions emphasize that local governments will be encouraged to give stronger support for hog production according to local actualities, standardize the delimitation and management of the areas where hog raising is banned, ensure the orderly allocation of breeding pigs, piglets and hog products, constantly intensify the prevention and control of African swine fever, strengthen monitoring of hog production and sales and improve the market control mechanism. Furthermore, the Opinions stress the need to improve policy-level safeguard measures and offer larger financial support.
