The Customs Tariff Commission of the State Council has recently issued the Announcement on the First Set of Lists of US Goods Excluded from the First Round of Additional Tariffs on US Goods (the "Announcement").
The Announcement reads that after examination of effective applications filed by relevant applicants, the Customs Tariff Commission of the State Council has decided under the applicable procedures for the first-time exemption of some US goods in two lists from the first round of extra tariffs imposed on US imports. During the period between September 17, 2019 and September 16, 2020, extra tariffs imposed by China, as a countermeasure against the Section 301 measures adopted by the US side, will not be levied on goods specified on the List I annexed to the Announcement, and the part of additional levies that have been collected will be refunded and the relevant importers shall file applications for refund with the Customs in accordance with relevant rules within six months from the date when the exemption list is released. For goods specified on the List II annexed to the Announcement, the additional tariffs announced by China as a countermeasure against the US's Section 301 measures, will not be imposed on them during the period between September 17, 2019 and September 16, 2020, but the part of extra levies that have already been collected will not be refunded.
