The Ministry of Ecology and Environment ("MEE") has recently issued the Technical Specification for the Application for and Issuance of Pollutant Discharge Permits: Medical Institutions (Draft for Comment) (the "Draft for Comment") and the Technical Specification for the Application for and Issuance of Pollutant Discharge Permits: Environment Sanitation Management Industry (Draft for Comment) to seek opinions from the entities concerned by October 10, 2019.
The Draft for Comment mainly lays out requirements on filling in and reporting the basic information on pollutant discharging medical institutions, in respect of the application for and issuance of pollutant discharge permits, methods to determine the permitted discharge limits, methods to calculate the amount of pollutants discharged in effect, methods to judge compliance, and other requirements for different aspects of environmental management, ranging from self-monitoring, environmental management standing books to the implementation reports on pollutant discharge permits; it also sets out the requirements on feasible technologies used to prevent and clean up pollution created by medical institutions. Among others, the Draft for Comment expressly states that, pollutant discharging entities shall, as per requirements set out in this standard, fill out and submit the Application Form for a Pollutant Discharge Permit, through the application system available on the national pollutant discharge permit management information platform. For any affairs that are not covered by the drop-down lists in the application system, or should be reported as required under the provisions of the local authorities of ecology and environment, or that the pollutant discharging entity believes is necessary to be reported, contents in respect to such affairs may be added.
