Two Authorities Further Shorten the List of Supporting Documentation and Optimize the Processing Procedures for Entitlement to Employment Subsidy Policies
The Ministry of Human Resources and Social Security ("MOHRSS") and the Ministry of Finance ("MOF") have recently issued the Circular on Further Shortening the List of Supporting Documentation and Optimizing the Processing Procedures to Facilitate the Entitlement to Employment Subsidy Policies (the "Circular").
The Circular provides clarity in two respects as below. The first is shortening the list of supporting documentation. In terms of applications for occupational training subsidies, different requirements should be observed according to the specific use of the subsidies. As to social insurance subsidies, the "contribution first and subsidy distribution next" mechanism will apply, and likewise, different requirements should be observed according to the specific use of the subsidies. Also, the Circular sets forth the documents respectively required by the local authorities of human resources and social security, in the case of applications filed by eligible individuals to claim subsidies for certification of occupational skills, applications filed by entities that offer public-welfare jobs to people having difficulties in finding jobs to claim subsidies for public-welfare jobs, applications filed by entities that employ or offer internship opportunities to eligible individuals to claim employment and internship subsidies, and applications filed by schools of qualified graduates to claim the employment and entrepreneurship subsidies. The second is optimizing the processing procedures. Departments of human resources and social development and departments of finance in all regions will be required to increase the efficiency of the application examination and subsidy distribution processes. Authorities accepting or examining application documents shall subject the materials to publicity on a one-time basis instead of on a hierarchical basis. Furthermore, the subsidies will be granted without any other formalities during the valid period, once the application has been examined and approved.
