The Ministry of Justice ("MOJ") has recently issued three standards, namely Community-corrections Terminology, Technical Specification for Community-corrections Electronic Positioning Wrist Band and Smart Correction – Technical Specification for Mobile Applications (the "Specification"), all of which have taken effect immediately from the date of issuance.
The Specification provides for the general provisions, functional classification, functional requirements, and application safety requirements, for mobile applications developed for smart corrections, and applies to planning, design, development and management of mobile applications intended for smart corrections. The Specification expressly states that mobile applications for community corrections should support the connection, via virtual private networks (VPN) or Access Point Names (APN), with the business networks that are isolated from the internet, and ensure security and privacy. Meanwhile, the Specification notes that mobile applications for community corrections serve as the mobile access to provincial-level integrated platforms for community corrections, and, on the basis of basic business functions, positioning regulation, remote education, remote assistance and other relevant modules of the provincial-level integrated platforms for community corrections, offer application services to three groups of individuals, including community correction workers, social workers, and social participants engaged in community corrections (members of the correction team, volunteers, etc.).
