The General Office of the Ministry of Human Resources and Social Security ("MOHRSS") has recently distributed the Circular on Accelerating the Provincial-level Overall Planning for the Work-related Injury Insurance Fund (the "Circular").
The Circular states that efforts will be made to practically strengthen management of the fund, implement the budget control system for revenues into and expenditures from the fund across the whole province (autonomous region or municipality directly under the Central Government), accelerate the fund budgeting level, support the provinces, where conditions permit, in centralizing collection and payment of the fund, and properly dispose of the surplus of the original fund by each city (region); a province, where the conditions do not permit at the time being, may set up the provincial-level adjustment funds, and each city (region) will turn over the funds at a certain percentage and as per certain rules into the provincial-level special fiscal account for social insurance for centralized administration, and such funds will be used flexibly to fix the expenditure deficit for the work-related injury insurance fund among all cities (regions) within the province. Meanwhile, the Circular stresses that with the focus on the centralized development of provincial information systems for social insurance and others, efforts will be made to integrate the identification of work-related injuries, assessment of working capacity and the handling of work-related injury insurance business, enable the institutions under the agreement to directly settle expenses through interconnected networks, reinforce data analysis, public services and application of social security cards, and achieve as soon as possible the goals regarding information technology development for work-related injury insurance.
