The Ministry of Industry and Information Technology ("MIIT") has recently issued the Guide to Construction and Operation of Service Outlets for Recycling of Power Accumulators Used in New Energy Vehicles (the "Guide").
The Guide sets out the requirements for construction of service outlets for recycling of waste power accumulators and scrapped batteries involved in cascade utilization, from new energy vehicles (NEVs), as well as the requirements for their operations, safety and environmental protection. The Guide reads that enterprises engaged in NEV manufacturing or cascade battery utilization, etc. shall, pursuant to the administrative rules of the State, establish service outlets for recycling, independently, collaboratively with others, or by means of authorization or otherwise, and enterprises engaged in NEV manufacturing, power accumulator manufacturing, and recycling, dismantling and comprehensive utilization of scrapped motor vehicles, may collaborate with each other to share the service outlets for recycling. Meanwhile, the Guide requires that enterprises engaged in NEV manufacturing, cascade battery utilization, etc. shall ramp up their efforts to follow up the waste power accumulators in their local regions, through the service outlets for recycling. The service outlets for recycling shall be responsible for collecting, sorting, storing and packaging the waste power accumulators, and shall not dismantle or dispose of, without approval, the waste power accumulators they have collected, except performing security checks on them.
