Three departments including the General Office of the State Administration for Market Regulation ("SAMR") have recently enacted and issued the Implementation Plan for Certification of Green Building Material Products (the "Plan").
The Plan states that certification agencies engaged in the certification of green building material products shall be established in accordance with the law, fulfill the basic requirements set out in the Administrative Measures for Certification Agencies, as well as the relevant requirements set forth in the Conformity Assessment: Requirements for Institutions Certifying Products, Processes and Services (GB/T 27065) and the Requirements for Agencies Certifying Green Products (RB/T 242), and have the necessary technical capacity to engage in the certification of green building material products. In addition, the Plan expressly states that certification agencies engaged in the certification of green building material products may entrust the inspection agencies with the relevant qualifications to perform the inspections related to the certification of green building material products, and bear responsibility for the certification conclusions made based on the relevant inspection data. The catalog of the certified green building material products will be jointly prepared and published by the SAMR and another two departments, according to the needs of industry development and the certification work. Moreover, the Plan notes that the competent authority of housing and urban-rural development will develop an application database of trustworthy information on green building materials and make it publicly accessible.
