The Ministry of Industry and Information Technology ("MIIT") has recently issued the exposure draft of the Guide to the Building of the National Framework of Internet of Vehicles Industry Standards (Smart Vehicle Management) for public consultation by November 30, 2019.
With the focus on national strategies for development of the Internet of Vehicles (IoV) industry and centered on the work of public security organs on traffic management, the exposure draft aims to set relevant standards to fill the legal loopholes, expound on legal provisions, promote the practical implementation of systems, and facilitate law enforcement, for the purpose of ensuring safe and smooth road traffic flow. Among others, the exposure draft sets the objectives of building a systematic framework of standards that covers a wide range of business fields, including administration of registration of intelligent connected vehicles (ICVs) for on-road driving, identity certification and security, road traffic operation management, coordinated management and control of roads and vehicles and relevant services, by the year 2025, and a total of over 60 standards will be enacted and revised for this purpose. The exposure draft also expounds on standard categorization, the diagram of the standard framework, etc.
