The Work Safety Committee of the State Council has recently issued the Measures for the Evaluation and Management of National Safety Development Demonstration Cities (the "Measures") and the Detailed Rules for the Evaluation of National Safety Development Demonstration Cities (2019 Edition), the Measures take effect from the date of issuance.
According to the Measures, candidate cities shall put the focus on building an urban safety development system underpinned by work safety and actively improving major work on urban safety in five aspects, including elimination of root causes and risk prevention and control. The Measures stress the need to step up the evaluation and discussion of the safety of construction projects, propel the construction of urban infrastructure and safety facilities, including municipal safety facilities, and push forward the relocation, transformation and upgrading of enterprises engaged in high-risk industries in urban areas. The Measures also require major attention paid to precautions against risks associated with industrial enterprises located in cities, such as enterprises engaged in dangerous chemicals, long-distance oil and gas pipelines, tailings, and construction sites, risks that may arise in densely populated areas, such as places where mass public activities take place, nine types of "small-sized places", and high-rise buildings, risks related to public utilities, such as cities' lifelines, public transport, tunnels and bridges, and risks of natural disasters such as flooding and waterlogging, earthquakes and geological disasters.
