The National Health Commission ("NHC") has recently issued the Statistical Survey System for Current Situations of Nationwide Occupational Disease Hazards (the "System").
The System is comprised of six parts, including overview, catalog of statements, standard survey forms, standard statistical statements, explanations of key indicators, and appendixes. According to the System, the survey is intended to "have a clear picture of the number of employers in China that are exposed to occupational disease hazards and their distribution by industry, region, economic category, and scale". Also, the System clearly states that the survey will be carried out among 32 provincial-level entities, 347 city-level entities and 3,027 county-level entities across the country, and the targeted industries include mining industry, manufacturing industry, and power, gas and water generation/production and supply industries, adding that the statistical survey will cover enterprise legal persons, entities engaged in industrial activities, and other non-legal-person entities, which are going-concerns during the survey period and each has ten employees or above. Moreover, the System stipulates that this statistical survey system aims to look at the basic conditions of enterprises, situations of occupational disease hazards, and the management of occupational health, stating that the statistical survey will last till November 30, 2020 and the survey results are expected to be published internally within the department in January 2021.
