The Ministry of Industry and Information Technology ("MIIT") has recently issued the Circular on Accelerating 5G Development (the "Circular").
The Circular launches 18 measures in five aspects, including accelerating the building and deployment of 5G network. Among the 18 measures are better harnessing 5G technology innovation to support development and creating the 5G network security industry ecology. The Circular clearly states that basic telecoms enterprises are encouraged to boost 5G end consumption and prompt users to opt for 5G services, through launching economical telecom package for upgrading to 5G, credit-based sale of smartphones, among other measures. Also, 5G+VR/AR, livestreaming of sports events, gaming and recreation, virtual shopping, and other application scenarios will be promoted to boost new-type information consumption. In addition, the Circular calls for pushing ahead innovative development of "5G plus medical care and healthcare", initiating the 512 program on "5G plus industrial internet" and fostering the coordinated development of 5G and internet of vehicles. Furthermore, the Circular states that great efforts will be made to advance the building of national cyber security industrial parks and the demonstration in this regard, accelerate the creation of leading enterprises in key links of the 5G security industry chain, promote the development of upstream and downstream small- and medium-sized enterprises, and build the integrated capacity for key technologies, products and services.
