The E-government Office of the General Office of the State Council and the General Office of the Ministry of Human Resources and Social Security ("MOHRSS") have recently issued the Circular on Working Effectively on Promoting the Application of Social Security Cards Based on the National Integrated Online Government Service Platform (the "Circular").
The Circular sets the objective of making it possible to handle on one website the social-security-card-supported business that occurs anywhere within the local province (autonomous region or municipality directly under the Central Government) or in another province, by the end of 2020. To this end, the Circular maps out four key tasks: 1. realizing the identity verification for social security card holders, based on the unified identity verification system under the integrated platform; 2. realizing the sharing and mutual recognition of electronic social security cards, based on the electronic card sharing service system under the integrated platform; 3. enhancing the government service facilitation through maximizing the social security card service function of the mobile version of the integrated platform; and 4. promoting the integration of online and offline services under the integrated platform to improve the efficiency of government services. Among others, the Circular calls for efforts to continually improve the capacity for online and offline services associated with social security cards, promote the application of social security cards in other government service areas, such as employment, business-starting, social security and labor relations, and boost the efficiency of administrative services.
