The General Office of the Ministry of Commerce ("MOFCOM") has recently distributed the Letter on Promoting the Practice of Beijing Municipality to Have the Beijing Economic-Technological Development Area Exercise Certain Administrative Powers and Process Certain Public Service Matters.
The letter states that according to the inventory of delegated powers released by the Beijing Municipality, the management committee of the Beijing Economic-Technological Development Area (BDA) will undertake 2,509 administrative powers, including 163 municipal-level powers and 2,346 district-level powers, and 17 public service matters, including two municipal-level matters and 15 district-level matters, a move that grants the BDA larger administration authority, this practice is of particular significance for other localities to deepen the reform of "delegating powers, streamlining administration and strengthening regulation, and improving services" among local national economic and technological development zones and foster their high-quality development. In this regard, the letter calls on localities to vest national economic and technological development zones with more powers, according to the local actual situation, and support these national development zones in further deepening the reform of "delegating powers, streamlining administration and strengthening regulation, and improving services" while proceeding with regular epidemic prevention and control, improving the business climate to vitalize market players and fully playing their role as a platform in stabilizing foreign trade and foreign investment.
